局势骤变
美国东部时间4月13日上午10时起，美军中央司令部正式对“所有进出伊朗港口的海上交通”实施封锁，涵盖波斯湾和阿曼湾的所有伊朗港口。霍尔木兹海峡——全球最重要的石油运输咽喉——一夜之间成为军事对峙的前线。
Breaking:As of 10:00 AM ET, US Central Command began enforcing a blockade of all maritime traffic entering and exiting Iranian ports, covering all Iranian ports on the Arabian Gulf and the Gulf of Oman.
美国中央司令部表示此次封锁将“无差别地”适用于所有国家的船只。据英国航运媒体报道，在特朗普宣布封锁后，霍尔木兹海峡“所有通行”均已停止，至少两艘原本正驶出海峡的船只已经掉头。

双方亮剑：谁先眨眼？

美国总统特朗普发出强硬警告：美国海军将“立即生效”地阻止任何船只进出霍尔木兹海峡，并称将调集更多扫雷艇前往该海域。他在接受福克斯新闻采访时表示：“任何非法支付过路费的人都无法在公海上安全通行。”他还威胁称，如果伊朗向美国或和平船只开火，“都会被炸进地狱”。
US President Trumpissued a stark warning: the US Navy would immediately begin stopping any vessels from entering or exiting the Strait of Hormuz, and more minesweepers would be deployed to the area.
伊朗革命卫队寸步不让。革命卫队发布公告称，霍尔木兹海峡目前“完全处于伊朗武装力量的控制之下”，任何军事船只以任何名义意图靠近海峡，均将被视为违反停火协议，并将遭到“严厉的强硬应对”。伊朗海军司令沙赫拉姆·伊拉尼更直言，美国的封锁威胁“实属极为荒唐可笑之举”。
Iran’s Revolutionary Guardresponded that the Strait of Hormuz is “under complete control” of Iranian armed forces, warning that any military vessels approaching the strait would be regarded as a ceasefire violation and dealt with accordingly.
谈判在核心问题上全面破裂。据伊朗议员纳巴维扬透露，美国在谈判中提出了三个“过分要求”：共同分享霍尔木兹海峡的利益和控制权、将所有丰度为60%的浓缩铀运离伊朗、以及要求伊朗未来20年内不得进行铀浓缩活动。伊朗代表团拒绝了这些要求。

油价飙升。全球基准布伦特原油期货周一开盘上涨约8%，至每桶102.60美元；美国西得克萨斯中质原油（WTI）则飙升至每桶103美元以上。
Oil surged.Brent crude jumped about 8% to $102.60 per barrel at Monday’s open, while WTI climbed above $103.
股市承压。美股股指期货普遍下跌，恐慌情绪蔓延。
通胀阴影重现。分析人士警告，美国主导的封锁可能进一步推动全球油价飙升。自美伊开战以来，国际油价已大涨约50%。英国石油经纪商Onyx资本集团董事总经理豪尔赫·蒙特佩克对彭博社表示：“用一个词形容，这简直是疯狂……真正承受代价的是亚洲，是南太平洋地区，是所有依赖石油的国家。”

就在中东战云密布的同一天，世界的另一个角落传来了截然不同的消息。
4月11日，在2026年中国电动汽车百人会论坛上，华为智能汽车解决方案BU CEO靳玉志做出重磅预言：
“2026年应该是全球自动驾驶开启的元年。L3是走向完全自动驾驶的必经之路，没有办法跳过。”
On the same day the Middle East clouded over with war, a completely different message came from Beijing.
At the 2026 China EV100 Forum, Jin Yuzhi, CEO of Huawei’s Intelligent Automotive Solution BU, made a striking prediction:
“2026 should be the first year of global autonomous driving. L3 is an inevitable stage on the path to full autonomous driving — there’s no skipping it.”
靳玉志给出了支撑这一判断的两条腿：中国方面，L2级辅助驾驶在10万元以上新能源车中渗透率已超过90%，L3准入正在分批次推进；美国方面，自动驾驶安全法案已进入众议院全院表决阶段，允许厂商每年上路自动驾驶车辆数量提升至9万台。

一组不能回避的安全数据。

靳玉志在论坛上公布了一组关键数据，直接回应了“自动驾驶到底安不安全”这一核心问题：
中国人开车：平均180万公里会发生一次严重碰撞事故，华为乾崑智驾ADS全程辅助驾驶：757万公里发生一次严重碰撞
——ADS的安全性是人驾的4.2倍。
这一数据基于95亿公里的真实行驶数据，已在华为官网公开发布。

靳玉志在论坛上直接喊话同行：“你可以说你的辅助驾驶系统有多好，但请把数据拿出来，用安全数据证明你到底有多好。”

为什么L3无法跳过？

华为认为，L3级有条件自动驾驶是走向L4和L5完全自动驾驶的必经阶段，三层逻辑支撑这一判断：
第一，安全积累逻辑。要达到L4（人完全离开驾驶位，不需要方向盘），至少需要达到十倍于人驾的安全性，这必须在受监督条件下持续积累数据，L3正是这个积累阶段。
第二，用户认知逻辑。今天很多人连L2都不敢用，更别说接受“方向盘没有、人不在驾驶位”。信任的建立需要时间，需要让用户在L3阶段逐步适应角色的转变。
第三，责任机制逻辑。从L2到L3有一条关键法律分水岭——事故责任从用户转移到车厂和系统提供商。监管数据、保险配套、法律框架都需在L3阶段完成积累。
Why can’t L3 be skipped?Huawei lays out three layers of logic:
First, safety accumulation.To reach L4 (no steering wheel, no human in driver’s seat), at least 10x human-driving safety is required — this must be accumulated under supervised conditions, exactly what L3 provides.
Second, user cognition.Many people are still hesitant about L2, let alone accepting “no steering wheel, no human in driver’s seat.” Building trust takes time.
Third, regulatory mechanisms.L2 to L3 marks a critical legal watershed — accident liability shifts from user to manufacturer and system provider. Regulatory data, insurance frameworks, and legal systems need to mature during the L3 phase.

历史的十字路口。

我们无法预测霍尔木兹海峡的局势会在明天走向缓和还是升级。
我们也无法确定2026年是否真的会成为自动驾驶元年。
但我们可以确定的是：
地缘冲突的子弹，每一颗都落在普通人身上——更高的油价，更贵的物价，更不确定的生活。
而科技突破的光芒，每一束都照向前方——更安全的驾驶，更高效的出行，更智能的未来。
正如荷兰智库克林根达尔研究所中东问题学者阿齐兹所言，从长远来看，美国封锁霍尔木兹海峡可能对伊朗形成压力，“但在短期到中期内，对美国及全球经济的影响可能更为显著”。
而华为的答案则是：“我们不造车，我们只做一颗电子螺丝钉”——不做产业竞争者，只做产业的赋能者。
We cannot predict whether the Strait of Hormuz will ease or escalate tomorrow.
Nor can we be certain whether 2026 will truly become the first year of autonomous driving.
But this much we know:
Every bullet in a geopolitical conflict lands on ordinary people — higher oil prices, more expensive goods, more uncertain lives.
And every beam of technological breakthrough shines forward — safer driving, more efficient travel, a smarter future.
