审批暂停3个月后,自动驾驶出租车牌照发放恢复

China has resumed issuing robotaxi permits after a freeze in place since 29 April, with Momenta and Baidu among the first recipients. 

4月29日起，在为期三个月的暂停审批后，中国恢复发放自动驾驶出租车（Robotaxi）运营牌照，初批牌照获得者包括Momenta与百度。

China has begun issuing robotaxi permits again, ending a three-month freeze that halted new autonomous driving licences since April. Momenta and Baidu—the latter of which was behind the incident that triggered the stoppage—are among the first operators to receive them, according to people familiar with the matter cited by Bloomberg.

彭博社援引知情人士消息称，中国现已重启自动驾驶出租车牌照审批，结束自 4 月起实施、持续三个月的新增自动驾驶运营资质暂停政策。Momenta、百度成为首批获牌企业；而此次审批暂停事件的导火索，正是百度旗下自动驾驶出租车发生的故障事件。

The suspension followed a mass outage on 31 March, wherein more than 100 Baidu Apollo Go robotaxis stalled simultaneously across Wuhan, many of them on busy motorways. Passengers were left stranded for up to two hours as in-car SOS systems failed and customer service calls went unanswered. At least three collisions involving other road users colliding with the stopped vehicles were reported in the aftermath.

此次审批冻结缘起 3 月 31 日的大规模车辆故障：武汉上百辆百度萝卜快跑自动驾驶出租车同步停驶，大量车辆滞留主干道。车内紧急求助系统失灵，客服热线无人应答，多名乘客受困最长达两小时。事后还发生至少三起社会车辆撞上停滞自动驾驶出租车的交通事故。

Regulators first imposed the freeze on 29 April with no timeline for resumption, ordering operators to conduct industry-wide safety reviews. This had the effect of stopping new robotaxi deployment entirely in China, unless permitted immediately before the stop. However, that review concluded in late June, and permits are now returning gradually on a city-by-city basis rather than all at once.

监管机构自 4 月 29 日起实施牌照暂停审批，未公布恢复时限，同时要求行业开展全面安全自查。政策落地后，国内新增自动驾驶出租车投放全面停滞，仅暂停令下达前获批项目不受影响。相关安全自查工作于 6 月末完成，目前各地正分城市逐步恢复牌照发放，并未全国统一放开。

Shenzhen was first to move, amending its connected vehicle rules to lower the barriers for new robotaxi deployment. The municipal government is also exploring the possibility of opening the entire city to robotaxis rather than restricted geofenced zones. Momenta was among the first to receive a new licence there. In Wuhan itself, residents have been posting footage of Apollo Go cars back on the roads since early July, some of them still carrying safety drivers. Baidu shares rose 4.1% on the news, with Pony.ai and WeRide also benefitting.

深圳率先落地新政，修订网联汽车相关管理规定，降低自动驾驶出租车新增投放门槛。深圳市政府还在研究放开全域运营权限，不再局限于划定地理围栏测试区域。Momenta 成为深圳首批拿到新牌照的企业。而在武汉本地，7 月初起已有市民拍到萝卜快跑车辆重新上路，部分车辆仍配备安全员。受该消息提振，百度股价上涨 4.1%，小马智行（Pony.ai）、文远知行（WeRide）同样迎来利好。

Notably, neither Baidu nor the government has disclosed what actually caused the March outage. As the incident was unfolding, it was attributed rather ambiguously to a server problem. WeRide, for its part, said it welcomed a “clear, stable and predictable regulatory environment,” while Beijing is separately drafting rules to govern higher-level autonomous driving.

值得关注的是，百度与监管部门均未对外披露 3 月武汉大规模停运事故的确切诱因。事发当时，相关方面仅模糊称故障源于服务器问题。文远知行方面表示，期待监管层面形成清晰、稳定、可预期的监管体系；与此同时，北京正另行起草高阶自动驾驶相关管理法规。

This is not the first time a Baidu-linked incident has triggered a freeze: a similar suspension in late 2024, driven by public anger over job displacement, was not lifted until early 2025. Both episodes reflect a pattern of the Chinese enforcing hard pauses before resuming just as firmly. Whatever safety issues may or may not have been identified, the country is clearly unwilling to slow its underlying push for autonomous driving leadership against rivals like Waymo.

这并非首次因百度相关事故引发行业审批暂停。2024 年末，受公众对自动驾驶带来岗位替代问题的舆论影响，行业也曾遭遇类似审批限制，直至 2025 年初才解除。两起事件凸显国内监管特点：出现风险后果断踩下行业 “刹车”，整改完成后再度坚定放开。无论本次排查是否发现安全隐患，中国争夺自动驾驶领域领先地位、对标 Waymo 等海外对手的长期战略方向并未动摇。

That the government resumed permits without ever explaining the Wuhan failure is itself the clearest signal of intent: Beijing has decided the incident was a containable operational problem rather than one calling the technology’s readiness into question. Thus, it is choosing scale over full transparency.

监管部门在未公开解释武汉停运事故原因的前提下恢复牌照审批，本身释放出明确信号：官方认定该事件属于可控运营故障，不足以质疑自动驾驶技术成熟度。相比充分信息公开，政策当下优先选择推进规模化落地。

Shenzhen’s move toward city-wide operation, not the permit resumption itself, is the change likely to matter most, since it expands the operating envelope in which Chinese robotaxi fleets can turn accumulated technical capability into commercial scale.

相较牌照重启本身，深圳探索全域运营的举措影响更为深远。运营范围突破划定区域限制，将助力国内自动驾驶车队持续积累技术数据，并转化为规模化商业运营能力。
