美国《2026自动驾驶法案》将于1月13日听证

一、强制性网络安全计划 

制造商在提交“安全案卷”（Safety Case）时，必须包含一份详尽的网络安全计划。

• 法案原文 (Page 17, Lines 12-17):"(J) A description of the cybersecurity plan that includes a written cybersecurity policy with respect to the practices of the manufacturer to detect and respond to cyber attacks, unauthorized intrusions, and false vehicle control commands..."

二、国家自动驾驶车辆安全数据库 

建立”国家自动驾驶车辆安全数据库”，强制要求制造商上报相关碰撞数据。

• 法案原文 (Page 20-21, Line 22-2): "(1) The establishment of a National Automated Vehicle Safety Data Repository to receive and store data from a covered crash described in paragraph (2) from manufacturers of automated driving systems and from manufacturers of ADS-equipped vehicles."

• 中文译文：“(1) 建立一个国家自动驾驶车辆安全数据库，用于接收和存储来自自动驾驶系统制造商及ADS（自动驾驶系统）装备车辆制造商关于第(2)款所述覆盖范围内的碰撞数据。”

三、数据隐私与商业机密保护

在强制数据共享的同时，法案也强调了对敏感数据的保护，明确引用了联邦法规中的保密条款，防止数据被滥用或不当披露。

• 法案原文 (Page 22, Line 4-8): "(A) any information shared with a relevant State transportation regulatory agency is protected by the confidential business information protections and procedures established in part 512 of title 49, Code of Federal Regulations..."
